Senator Alphonso Russo was a politician. He was aboard the USS Kenosha in 1999 and debriefed Roy Fokker and invited him into a plot to manufacture a crisis to end the Global War just before the SDF-1 arrived.
A decade later, Russo was serving in the United Earth Government at the start of the First Robotech War. On the launch day of SDF-1, Senator Russo was in a limousine with Captain Gloval, he was smiling and waving to the citizens of Macross City on Macross Island and told Captain Gloval not to be so sour because the loyal citizens on the streets considered the Captain to be a hero and thus Captain Gloval was persuaded to wave.
