Cromwell speaks to Louie. (Masters Saga: "The Hunters")
Major Cromwell was a member of a special branch of the Robotech Research and Development, under oversight from Global Military Police. While assigned to the 15th ATAC Squad's barracks, he overheard Louie Nichols mentioned he had developed a new, more technologically advanced targeting system. He took a look at the idea and claimed it was perfect for the department's plan. He promised Louie the new system would be used for strictly training, but in the end, lied and installed it to most of the fighting mecha involved in the next offensive against the Robotech Masters.
Cromwell was a member of the Robotech Branch of the Robotech Research Center. In 2029, he was helping develop a new VHT-1 Veritech Hover Tank system for space-combat. When he overheard and saw Louie Nichols show off his latest invention, the Pupil Pistol, he offered to give Louie and her commander, Dana Sterling, enough technology to expand the system and to work out any bugs with superior technology supplied by his team. Dana and Louie spent days and night working, but were soon able to give the pair the completed project — promising that it would only be used in training. However, the pair were horrified to learn that the new Hover Tanks were, in fact, fitted with the tech. Louie, realizing that his technology would be used to kill, briefly threatened to destroy the new tanks, before running off in an emotional fluster. (Masters Saga: "The Hunters")
