Garcia, sometimes referred to as Joker, was an RDF cadet at the Academy alongside Lisa Hayes and others on Macross Island. When Roy Fokker came to tell the class about the new machines being made, Garcia and Turnbull fiddles with a Veritech Model before Roy showed them how to put it in Guardian mode after Georgia Kinning inquired as to what kind of sound the engines made. Later, at the Flyer Diner, Rolf was invited to sit with Garcia and Turnbull and Garcia wanted to fight some cocky pilots but was reminded by Turnbull that he was still on Probation for fighting. Eventually a fight did break out after a bowl of food was dumped on one of the pilots but no one got in trouble. Later on, He was in a Veritech Combat Simulator with Turnbull and did not do well. Later on on a trip to the area around the SDF-1, the class ran afoul 2 guards, 1 of which opened fire on them, but an Anti Gravity Device floated up through the ground. Rolf took it out with his gun and 1 of the guards and was disgruntled that her country was ruined and put the gun to her own head, but Rolf shot it away. Later, Turnbull and Garcia were interviewed by the higher ups in matters relating to Faithful and their recent actions as well as sightings of Robert Hyser and reports of Destroids being stolen. Later, Georgia Kinning and Garcia were in the Combat Simulator together and attempted to achieve a mission, Garcia's Virtual Veritech was destroyed but Georgia used a booster to catch the Helicopter in the simulation.
