The Plenipotentiary Council was the group of key members of the Robotech Expeditionary Force, which would make major decisions in the many years that they were in action. They were notable for multiple important decisions made during the missions, including deciding to take action on Tirol, allowing the Invid Regent to enter the SDF-3, (Robotech II: The Sentinels: The Dance of Death) alienating the Sentinels from the REF, (Robotech II: The Sentinels: Wild Card) finding T. R. Edwards guilty on counts of treason, and deciding to go after Edwards.
After the REF Civil War, the Council directed the rebuilding of SDF-3 and the launching of the liberation of Earth.(Robotech: Prelude to the Shadow Chronicles)
