The Special Protoculture Observations and Operations Kommandatura (SPOOK) was a special unit within the United Earth Government created after the First Robotech War which consisted of a think tank of scientists led by Doctor Lazlo Zand.
During the Second Robotech War, SPOOK reported to Supreme Commander Anatole Leonard that the war against the Robotech Masters needed to be pursued as aggressively as possible with the tactics involving Hovertank squads holding promising results. When the Bioroid pilot Zor Prime was captured by the Army of the Southern Cross, Supreme Commander Leonard attempted to dispose of the clone, but received a call from Dr. Zand, who convinced him to let the Tirolian live in order to study his interactions with the 15th Alpha Tactical Armored Corps.
